First Deadline: December 18, 2017

On December 16, 2015, the FMCSA passed a rule mandating the use of Hours of Service (HOS) Electronic Logging Devices (ELDs), which requires almost all Motor Carriers that operate trucks within the United States (with a few notable exceptions, based on type of cargo, distance hauled, and the year certain trucks were manufactured) to make use of Electronic Logging Devices (ELDs) in place of Paper Logbooks. Carriers subject to the Mandate must have Electronic Logging Devices installed in their Trucks or they will be subject to Fines when Enforcement begins, on December 18, 2017. On that date, inspectors and roadside enforcement personnel will begin documenting violations on roadside inspection reports and (at the jurisdiction’s discretion) may issue citations to commercial motor vehicle drivers operating vehicles without an ELD.

Second Deadline: April 1, 2018

After this first deadline, beginning April 1, 2018, the Out-of-Service Criteria (OOSC) stage of the Mandate begins. After this date, inspectors will start placing commercial motor vehicle drivers out of service if their vehicle is still not equipped with an ELD.

Third Deadline: June 18, 2018

The Agricultural Extension was granted by the FMCSA for Motor Carriers transporting agricultual commodities under the provisions of 49 CFR 395.1(k)(l). This extension ends June 18, 2018, after which date inspectors will start placing these motor vehicle drivers out of service if their vehicle is still not equipped with an ELD.

Final Deadline: December 16, 2019

The final deadline before full and mandatory compliance with the ELD Mandate, the grandfathered exemption for AOBRD users ends December 16, 2019. This date marks the beginning of "Full Compliance" under the ELD Mandate. After this final date, all Drivers and Carriers subject to the rule must be using ELDs.
